Council Members

Council Functions

  1. Solicit and distribute applications, solicit and approve the director and sponsors, and provide support or assistance to the Conference Director(s), Chairs, and Committee for the National Conference on Physical Activity for the Exceptional Individual.
  2. Recommend/plan session topics for the National Conference on Physical Activity for the Exceptional Individual and the annual state CAPERD conference.
  3. Recommend, initiate, and/or carry out projects, publications, or conferences appropriate to the needs and interest of the Adapted Physical Education Section membership.
  4. Maintain the State Council on Adapted Physical Education (SCAPE) network.
  5. Update and provide current information to higher education, school districts, California Department of Education, and SELPA's (Special Education Local Plan Area) and/or other organizations and agencies as needed to enable them to encourage/promote the Adapted Physical Education Guidelines, Physical Education Framework, and other pertinent documents and programs that exemplify the established credential process.
  6. Solicit nominations and select recipients for the awards and scholarships.
  7. Solicit representation throughout California for membership on the State Council.

Biography: Jody has worked 31 years for the San Mateo County Office of Education. She works with both district and county students. She is planning the 36th National Adapted Physical Education Conference to be held at the Hyatt Hotel in Burlingame CA on November 1,2 and 3, 2007 with Rebecca Lytle, Chico and Nancie Whiteside, Pleasanton. The Conference Theme is "Charting New Pathways" and will explore the California Standards along with other physical activities for exceptional individuals, promoting physical activity for all. In the search for a theme I wanted to reflect on our ambitions and hopes! It’s the road, not the destination. So I chose a poem by Constantine P. Cavafy to share with our State Council. It represents the Greek Hero Odysseus. It represents the challenges ahead and how the road is like serving on the council, you start out getting to know the direction and they find a place you feel represents your passions.

Biography: I attended Central Michigan University for three years and then transferred to Eastern Michigan University. I graduated in 1991 with a Major in Physical Education, certificated in Adapted Physical Education. I have been teaching for 15 years as an APE specialist. I moved to California in 1998, and currently working at Pittsburg Unified School District. I am involved with many different activities ranging from Mounted Search and Rescue volunteer, Special Olympics coach, Sheriff Posse member, and grant writer for the youth of Rio Vista.

Biography: Received my BS Degree in Physical Education/Adapted Physical Education in 1993 from Cal Poly, Pomona, and my Physical Education and Adapted Physical Education Teaching Credentials from Cal Poly, Pomona in 1994. I have been teaching Adapted Physical Education in Capistrano Unified School District since September, 1994. I served from 1997-1998 on the State Council for Adapted Physical Education as a teacher representative for Southern California. I have received Teacher of the Year for RH Dana/Exceptional Needs Facility (1998) and Wal Mart Teacher of the Year Award (1998), Outstanding Adapted Physical Education Program Award, by CAHPERD, Unit 409, (1999). I have presented sessions on Recreational Activities for People with DisAbilities, at several CAHPERD and Adapted Physical Education conferences, as well as the National Ataxia Foundation Conference. My husband and I volunteered for 12 years with the Muscular Dystrophy Association as camp counselors, coordinators and program directors, and since 2000, we have been active volunteers for the United States Adaptive Recreation Center and Casa Colina's Outdoor Adventure Program. I am also a Red Cross certified Water Safety Instructor and Lifeguard. I have 3 siblings who have Friedreich's Ataxia (along with 2 who don't) and I am very active in supporting their varying lifestyles as my oldest sister has 9 children, and my younger sister participates in all recreational activities with USARC, Casa Colina, and the Challenged Athlete's Foundation.

Biography: Jim Haynes has a Master’s degree in Adapted Physical Education from San Jose State University. He has been teaching at De Anza College since 1976 and has been the Adapted Physical Education Department chair since 1986. He has served two terms as the president of the De Anza Academic Senate and three years as the conciliator for the Foothill-DeAnza Faculty Association. He has been involved in the California Association for Health, Physical Education, Recreation, and Dance (CAHPERD) serving as the Santa Clara County Unit President, Bay District President, and the program chair and conference chair of two state conferences. Jim was the original community college representative to State Council on Adapted Physical Education (SCAPE) and is currently serving once again in that capacity. He is a long time member of the California Association for Post-Secondary Education and Disability (CAPED) and serves as the current northern California APE representative on the Executive Council. Jim chaired the task group that developed the California Community Colleges Adapted Physical Education Handbook in 2002. Jim lives in Campbell, California with Debbie, his wife of 33 years, where they raised three children and are proud grandparents of two.

Biography: Currently, Assistant Principal of Suva Intermediate School in Bell Gardens, CA. This is an intermediate school of 1300 students in grades 5- 8. I am in charge of the Special Education, Math, Science, Physical Education, Health and Music programs. Prior to my appointment of Assistant Principal, I served as a Program Specialist in the Special Education Office for the District of Montebello Unified School District. There I oversaw the Adapted Physical Education program for our whole district. My repsonsibilites included scheduling and conducting inservices, supervising and evaluating APE teachers and holding monthly meetings for APE, special education teachers and their assistants and for general education teachers, who were involved in delivering special education services through collaboration. I served as an adjunct professor at Loyola Marymount University teaching collaboration and consultation courses for special education teaching candidates. I have three children, my oldest daughter just gave birth to my first grandchild, Madolyn Sofia. My son is currently teaching Algebra at Montebello High School, and my youngest son is finishing his college degree at National University. My husband, Alex, is a gang specialist, teaching at-risk, middle school students, at Bell Gardens Intermediate School. I hope to bring a practical, fundamental approach to the council, focusing on the latest research and best practices for students with disabilities.

Biography: Dr. Perky Vetter presently is the Coordinator of the Adapted Physical Education (APE) Credential Program and Director of the Motor Development Clinic, a nationally known clinic affiliated with Cal Poly Pomona. Dr. Vetter's experience includes over 30 years of teaching physical education (regular and adapted) to all grade levels (Kindergarten through college-level). She has served Cal Poly Pomona as the Department Chair for Kinesiology and Health Promotion for 7 years as well as one year as the Interim Associate Dean for the College of Letters, Arts, and Social Sciences.

Dr. Vetter has given numerous presentations at AAHPERD, CAHPERD, Adapted Physical Education conferences and various local school districts in services. Currently she is one of the members of the APE University Coordinators and the force behind CTC (Commission on Teacher Credentialing) program reviews for the APE credential standards. She is also the senior editor of the "Adapted Physical Education Guidelines for California Schools" and is one of the leaders of the training team for the Department of Education, Division of Special Education. Dr. Vetter was one of 19 professionals who wrote the most recent document for the state; Physical Education Model Content Standards which was approved by CDE in 2004. Dr. Vetter has received a number of prestigious awards in the last few years: the CAHPERD "Honor Award" in 1998 and the "Outstanding Adapted Physical Educator for California" in 2001, a Presidential Citation in 2004, and the Vern Landreth Award in 2006; all presented by CAHPERD. The Motor Development Clinic, which Dr. Vetter directs, received the outstanding program award in 1998 from AAHPERD, the national professional organization and most recently from Cal Poly Pomona Center for Service Learning the 2006 Partnership Award of Excellence.
